Winnie residents who are frustrated with flooding aren’t blaming mother nature, they’re blaming the Texas Department of Transportation.
Residents say a concrete barrier dividing I-10’s eastbound and westbound lanes is causing the problem because the barrier acts as a dam, making flooding worse for those living along the highway.
